Add NetBird integration adapter with real peer listing
Implements testConnection and listResources against the NetBird Management API (/api/peers), mapping connected/disconnected peers to resource health. Defaults to the NetBird Cloud API but respects an optional baseUrl override for self-hosted management servers.
